Kuwait allows part-time job for expats in private sector

Kuwait

In a significant development, First Deputy Prime Minister and Minister of Interior Sheikh Talal Al-Khaled Al-Ahmad Al-Jaber Al-Sabah has issued a ministerial decision granting private sector employees the opportunity to engage in part-time work for a third party, subject to approval from their original employer.

This decision, effective from the beginning of January 2024, aligns with the provisions of the Council of Ministers’ resolution addressing the demographic imbalance issue. It allows private sector employees to work part-time for a maximum of four hours per day with another employer, provided they secure a part-time work permit from the Public Authority for Manpower (PAM). Notably, the contracting sector is exempt from the maximum hours condition due to market manpower needs.

The primary objective of this decision is to harness the skills and experience of the local workforce within Kuwait as an alternative to ensuring recruitment rights. By facilitating part-time employment, the government aims to address the demographic imbalance issue and cater to current labor market needs. This strategic move empowers employers to tap into the existing workforce, fostering a dynamic and flexible employment landscape.

In addition to the part-time work initiative, Sheikh Talal Al-Khaled has instructed PAM to allow employers to permit a group of their employees to work remotely, provided they can fulfill their tasks without the necessity of physical presence at the workplace. This directive is in line with the evolving work landscape and technological advancements.

These decisions and directives signify a proactive approach to support employers, enhance work mechanisms, and improve the overall business environment in the private sector. The government’s commitment to adapting to technological developments and fostering a conducive work environment underscores its dedication to enabling business growth and meeting the evolving needs of the Kuwaiti market.
