Canada Launches Free PASS Program to Help Internationally Educated Nurses Join the Workforce: Canada has rolled out a new, fully funded program aimed at helping internationally educated nurses (IENs) integrate more quickly into the Canadian healthcare system. The Pre-Arrival and Post-Arrival Supports and Services (PASS) Program offers customized support based on where nurses are in their immigration process, reducing barriers and accelerating professional integration.

The initiative is free of charge and administered by the Centre for Internationally Educated Nurses (CARE), with funding from the Government of Canada. Whether nurses are still abroad or have recently arrived in the country, the PASS program provides the tools and guidance necessary for a smooth transition.

Targeted Support at Every Stage

Nurses with Confirmation of Permanent Residence (COPR) who are still overseas can access Pre-Arrival services, while those already in Canada can benefit from Post-Arrival services. This dual-approach ensures relevant and timely assistance, no matter the applicant’s current status.

Key Services Offered

The PASS Program includes a wide array of services tailored to internationally trained nurses:

  • Online healthcare communication training, focused on nursing-specific English for CLB levels 5–6
  • Mentorship by certified Canadian nurses, aligned with each applicant’s specialty or province
  • Live webinars that explain licensing procedures, job market trends, and the Canadian healthcare system
  • One-on-one case management, connecting nurses with support networks and settlement services
  • Employment and licensing guidance, including referrals, exam prep, and interview coaching

Every mentor is CNA-certified and brings over three years of clinical experience, ensuring high-quality mentorship and practical insight.

Specialized Language Training

A highlight of the program is the 84-hour communication course, which equips nurses with essential skills such as:

  • Cross-cultural communication (verbal & non-verbal)
  • Use of Canadian medical terminology
  • Interdisciplinary collaboration
  • Patient education and instruction
  • Medical documentation and reporting
  • Conflict resolution in clinical environments

Eligibility Criteria

To qualify for PASS, applicants must:

  • Hold a recognized nursing diploma, degree, or certificate from their home country
  • Possess official confirmation from IRCC authorizing immigration to Canada

Acceptable documents include COPR, PR visa, IRCC medical exam request, or an invitation to pre-arrival services.

Applying is straightforward. Interested candidates should visit the official PASS website and:

  1. Create an account
  2. Indicate their location (inside or outside Canada)
  3. Select pre-arrival or post-arrival support
  4. Upload proof of nursing education and immigration status

The initiative ensures that support doesn’t stop after arrival—ongoing services continue to help nurses establish successful healthcare careers across Canada.
