Sean Fraser, the federal Minister of Immigration, Refugees, and Citizenship, made an announcement regarding a significant development in Canada’s flagship economic immigration management system, Express Entry. For the first time ever, Canada will implement category-based selection to issue invitations to apply for prospective permanent residents who possess specific skills, training, or language abilities.
Under the category-based selection process, Canada will prioritize candidates who demonstrate a strong proficiency in the French language or possess work experience in specific fields. These fields include healthcare, science, technology, engineering, and mathematics (STEM) professions, trades such as carpenters, plumbers, and contractors, transport, as well as agriculture and agri-food.
The Minister emphasized that employers across the country have consistently expressed concerns about chronic labor shortages. Therefore, the changes to the Express Entry system aim to address these concerns by ensuring that skilled workers are available to support business growth and success. Additionally, by increasing the number of French-proficient candidates, the government aims to contribute to the vitality of French-speaking communities in Canada.
Fraser further stated that these modifications reflect the responsiveness of Canada’s immigration system to both social and economic needs. The government believes that this approach will foster economic growth and enable businesses to overcome labor shortages while simultaneously meeting the linguistic requirements of French-speaking communities.
