First Afghan American Aisha Wahab Makes History, Wins California Special Election: Aisha Wahab has made history by becoming the first Afghan American elected to the United States Congress, winning a closely watched special election in California’s 14th Congressional District.
Wahab, a Democratic California state senator, defeated fellow Democrat Melissa Hernandez in the August 18 runoff to serve the remainder of former Congressman Eric Swalwell’s term. With all ballots counted, Wahab received 53.1% of the vote, compared with 46.9% for Hernandez.
The victory marks a major milestone for Afghan American representation in U.S. politics. Wahab was already the first Muslim and Afghan American elected to the California State Senate, and her move to Congress represents another historic breakthrough for the Afghan American community.
From Afghan Refugee Family to Congress
Born in New York City to Afghan refugees and raised in Fremont, California, Wahab’s political journey has been shaped by her experience as the daughter of immigrants and her work with vulnerable communities.
Before entering state politics, she worked in nonprofit organizations and consulting. She was elected to the Hayward City Council in 2018, becoming one of the first Afghan Americans elected to public office in the United States.
In 2022, Wahab was elected to the California State Senate. Her victory made her the first Muslim and Afghan American to serve in the chamber. She subsequently took on leadership responsibilities, including serving as assistant majority leader and chair of the Senate Business, Professions & Economic Development Committee.
Her rise from local government to Sacramento and now Washington has made her story particularly significant for Afghan Americans across the United States.
A Hard-Fought Democratic Contest
Wahab entered the special election as the clear favorite after winning the first round by a substantial margin. However, the final contest against Hernandez became considerably closer.
Hernandez, who serves as president of the Bay Area Rapid Transit Board of Directors, received substantial financial support from outside groups. Super PACs linked to the American Israel Public Affairs Committee, or AIPAC, spent millions of dollars on advertising supporting Hernandez and attacking Wahab. Reports placed the spending at approximately $6.3 million.
The spending transformed what had appeared to be a comfortable Wahab victory into a competitive race.
Wahab criticized the outside spending and argued that the campaign against her represented an attempt to influence voters through large-scale political spending. Despite the attacks, she maintained her lead and ultimately secured the seat.
Progressive Wing Scores Major Victory
Wahab’s campaign received strong support from the progressive wing of the Democratic Party, labor organizations, Our Revolution, local officials and other Democratic leaders.
The contest also highlighted ideological divisions within California Democrats. Congresswoman Zoe Lofgren, chair of California’s Democratic delegation, endorsed Hernandez during the final stage of the campaign.
Despite that intervention, progressive activists remained firmly behind Wahab.
Her victory is therefore being viewed not only as a historic breakthrough for Afghan Americans but also as an important victory for progressive Democrats in California.
“From Foster Care to Congress”
Following her victory, Wahab emphasized the significance of her personal journey.
“I will fight for this district that raised me,” Wahab said. “From foster care to Congress, this journey shows the possibility of the American Dream.”
Her reference to foster care reflects a central part of her personal story and has become an important element of her political identity.
Supporters say her background gives her a unique perspective on immigration, economic opportunity, housing, social services and the challenges facing working-class families.
Continuing the Fight for the Congressional Seat
Wahab’s victory gives her the opportunity to serve the remainder of Swalwell’s congressional term, which runs through January. However, the political battle is not necessarily over.
Wahab and Hernandez are expected to face each other again in November’s election for the full congressional term in the newly redrawn 14th District.
The November contest is expected to attract a larger electorate and could once again become a major test of the Democratic Party’s ideological divisions in the East Bay.
A Historic Moment for Afghan Americans
For the Afghan American community, however, the significance of the special election goes beyond party politics.
Aisha Wahab’s election places an Afghan American in the U.S. House of Representatives for the first time in American history. Her journey—from the daughter of Afghan refugees to a city council member, state senator and now member of Congress—represents a remarkable expansion of Afghan American political representation.
