New Zealand Announces Hybrid Selection System for Parent Resident Visa: The New Zealand Government has announced significant changes to the Parent Resident Visa selection process, introducing a new hybrid system aimed at making the process fairer and more predictable for families seeking to bring their parents to New Zealand.
The new selection model will take effect from 5 October 2026, with approximately 90% of Expressions of Interest (EOIs) selected based on the date they entered the pool, while the remaining 10% will be selected through a ballot.
The annual allocation of 2,500 Parent Resident Visas will remain unchanged.
Current Selection Draw to Proceed
The next Parent Resident Visa selection draw will take place as scheduled on 11 August 2026 under the existing selection system. The first selection under the new hybrid model is scheduled for 10 November 2026.
The Government said the changes are designed to provide greater certainty for families while ensuring that newer applicants continue to have an opportunity to be selected.
The Parent Resident Visa enables eligible New Zealand citizens and residents to sponsor their parents for residence in New Zealand. For many families, having parents nearby provides important emotional, practical and family support.
Two-Stage Residence Process
The Parent Resident Visa application process remains a two-stage system.
Applicants must first submit an Expression of Interest (EOI). If an EOI is selected and the applicant meets the relevant requirements, Immigration New Zealand issues an Invitation to Apply (ITA). Only applicants who receive an ITA can proceed with a residence application.
The Government has confirmed that the latest changes relate specifically to how EOIs are selected and do not alter the existing eligibility requirements for applicants or sponsors.
Existing EOIs to Transition Automatically
People who already have an EOI in the pool will automatically transition to the new hybrid system on 5 October 2026 and will not need to submit a new EOI.
Applicants who have continuously maintained an EOI in the pool—including those who submitted a replacement EOI within 90 days of an earlier EOI expiring—will generally retain a queue position based on the date their original EOI was accepted into the pool.
The Government said further information about the transition will be provided to current and historical EOI holders before the new system begins.
EOIs Will No Longer Automatically Expire
One of the key changes under the new system is the removal of the current two-year expiry period for EOIs.
Under the existing system, an EOI expires after two years if it has not been selected. From October 5, EOIs will remain in the pool provided applicants confirm every two years that they wish to remain in the pool and keep their information up to date.
No additional fee will be charged for maintaining an EOI under the new arrangement.
Annual Cap Remains at 2,500
Despite the changes to the selection mechanism, the Government will continue to approve a maximum of 2,500 Parent Resident Visas in each financial year.
With demand expected to remain significantly higher than the number of available places, applicants may still face lengthy waiting periods before their EOIs are selected.
The Government said information about individual queue positions will be made available to current EOI holders after the new hybrid model comes into effect on 5 October 2026.
The changes are expected to reshape the way families plan for parent migration to New Zealand, combining a predominantly date-based selection process with a smaller ballot component intended to provide opportunities for newer applicants.
