EU Opens Door for Canada to Become Its First ‘Associate Member’: European Commission President Ursula von der Leyen has proposed opening the way for Canada to become the European Union’s first “associate member,” signalling a potential new phase in relations between Ottawa and Brussels.
The proposal was announced during von der Leyen’s annual State of the European Union address at the European Parliament in Strasbourg, with Canadian Prime Minister Mark Carney seated in the chamber. Carney received a standing ovation from European lawmakers.
“Opening the door” to associate membership would represent a new form of relationship for the EU. Associate membership is not currently an established category under the EU treaties, meaning the proposal would require further discussions among the bloc’s member states and potentially the creation of a new framework.
A Proposed ‘Alliance for the Future’
Von der Leyen said the EU and Canada should build on their existing Comprehensive Economic and Trade Agreement (CETA) and develop what she described as an “Alliance for the Future.”
The proposed cooperation would extend beyond conventional trade to areas including:
- Advanced and intelligent manufacturing
- Technology and artificial intelligence
- Defence industrial cooperation
- The Arctic
- Energy
- Critical minerals and batteries
- Quantum computing
- Cybersecurity
- Economic security and supply chains
Von der Leyen said the EU and Canada share common interests on issues ranging from AI and climate change to the Arctic and geopolitics.
Canada Seeks Closer European Ties
The proposal comes as Canada seeks to diversify its international economic and strategic relationships.
Prime Minister Mark Carney has previously described Canada’s objective as establishing a “unique alliance” with the European Union, while saying Canada was not seeking conventional EU membership. His European visit follows an increasingly difficult trade relationship with the United States.
Approximately 70% of Canadian exports go to the United States, making the American market central to Canada’s economy. Ottawa has been seeking to expand its trade relationships and reduce its dependence on its southern neighbour.
The EU and Canada already have substantial economic ties through CETA. However, the agreement has not yet been fully ratified by all EU member states.
Defence and Arctic Cooperation
The proposed relationship could also extend into strategic and defence cooperation.
Von der Leyen said the EU and Canada could work toward integrating aspects of their defence industrial bases and make the Arctic a flagship joint project.
Canada has also become the first non-European country to participate in the EU’s SAFE defence programme, which provides a framework for joint European defence procurement and industrial cooperation.
The Arctic has become increasingly important in discussions surrounding security, natural resources, transportation routes and geopolitical competition, giving Canada and European countries a shared area of strategic interest.
Questions Over Associate Membership
While the announcement received strong applause in Strasbourg, the precise meaning of “associate member” remains unclear.
The EU has never previously used the status as a formal membership category, and the proposal would require support from the bloc’s member states. Reuters reported that at least one EU diplomat questioned what the proposed status would mean in practical terms.
Germany has indicated support for closer European-Canadian integration while suggesting that the terminology of “associate member” may need reconsideration.
A New Phase in Canada-EU Relations
The announcement comes at a significant moment in Canada-US relations, with trade tensions and tariff disputes encouraging Ottawa to pursue broader international partnerships.
For the EU, closer cooperation with Canada could strengthen access to critical minerals, energy, technology, Arctic expertise and defence capabilities, while Canada could gain another platform for expanding economic and strategic relationships.
Carney is scheduled to address the European Parliament following von der Leyen’s State of the Union speech. The two sides are also preparing for an upcoming EU-Canada summit in Montreal.
The proposed associate-membership framework remains at the discussion stage. Its eventual scope, legal structure and level of integration will depend on negotiations between Canada and the EU and the position of individual EU member states.
